SRC 3 (ONE POSITION)

Job Summary

Responsible and reporting to the Commission Secretary. The Role Holder will develop and lead the implementation and monitoring of a comprehensive Research and Compliance strategy by providing high quality research information and advice to the Commission for policy planning and compliance in line with its mandate.


Core duties and responsibilities
  • Plan, initiate and formulate the Commission’s Research strategy, Annual research plan and relevant research and development proposals.
  • Cause relevant research to be conducted that will inquire into and advise on the salaries to be paid out of public funds in line with the Commissions mandate not limited to current remuneration and benefits trends in the country.
  • Initiate the development of research proposals, review and analyze them to determine benefits to be derived for remuneration and benefits expenditure justification.
  • Initiate research that will advise on remuneration and benefits packages that will adhere to fiscal sustainability of the public compensation bill.
  • Develop and implement methods, tools and procedures for monitoring and evaluating Research projects that will ensure the public service’ ability to attract and retain required skills.
  • Maintain a comprehensive and up to date knowledge of developments in policy and practice in relation to research and compliance and relevant intelligence.
  • Develop internal and external linkages to effectively manage the Commission’s relationships with relevant stakeholders and ensure relevance of setting and review of remuneration and benefits and relate it to productivity and performance.
  • Develop research methods that will measure the impact of remuneration and benefits setting and review both from the employer and employee perspective to advice the Commission as appropriate.
  • Develop research methods that will measure the impact of pension’s payable from both the employer and employee perspective to advice the Commission as appropriate.
  • Develop ways of ensuring that the research findings lead to compliance with Commission’s constitutional mandate and devise systems of ensuring that the proper outcomes and analyses of research are developed to evaluate impact and results.
  • Minimum Qualifications and Experience:
  • Bachelor’s degree in Economics, Statistics, Actuarial Science or relevant field of study.
  • Master’s degree in economics or statistics or relevant field of study, with relevant experience of at least ten (10) years;
  • Knowledge of modeling techniques in economics, econometrics, statistical analysis, public finance management principles and processes;
  • Relevant Professional qualification;
  • Demonstrated successes in the fields of financial analysis, project formulation, planning, monitoring and evaluation; and
  • Practical knowledge in the field of project monitoring and evaluation techniques will be an added advantage.
  • Knowledge in labour economics is an added advantage.
  • Key competencies:
  • Strong analytical skills, including expertise in the modeling and analysis of data.
  • Ability to appropriately communicate sensitive information and to judge how and with whom this information should be shared.
  • Strong listening, communication, and collaboration skills.
  • Demonstrated experience of leading a research function, developing and implementing a research strategy and ensuring the quality of the team’s outputs, and delivery of targets.
  • Extensive experience in the selection and application of a range of methodologies for data collection, input, analysis and reporting.
  • Significant expertise and experience in identifying, reviewing, analyzing and summarizing complex paper and electronic sources of quantitative and qualitative data with a high level of numerical and statistical ability.
  • Excellent communication and report writing skills, and in particular the ability to produce very clear, concise and accurate written copy and graphic material for a range of readers, responding to individual needs.
  • IT literate with recent practical use of SPSS or related software.
  • Strong project management skills and attention to detail.
  • The ability to work confidently and productively on own initiative, and to manage a diverse and demanding workload to set timescales and deadlines.
